A law went into effect allowing non-citizens the right to vote in municipal contests. Anybody with the right to work could also vote.
Documented non-citizens make up about 11% of that city’s voting bloc.
Similar efforts in large cities like Chicago, Boston and Los Angeles have failed while smaller cities in Vermont and Maryland have passed comparable laws.
