Democrats are planning to use negative partisanship to drive voter turnout in 2020. This means that instead of focusing on core issues and policy they will focus on why Trump is bad. The goal is to inspire voters based on hating Trump above anything else.
In truth it may work. Moody's says that with a historical voter turnout Democrats win 2020 by 9 electoral votes. But that is the exception not the rule and right now its a desperate long shot.
