Under the Higher Education (Freedom of Speech) Act 2023, universities could face fines of up to £500,000, or 2 per cent of income, for failing to protect free speech after Bridget Phillipson’s U-turn on a complaints system, says chief legal counsel for the Free Speech Union Bryn Harris.
