The spending bill faced two GOP defections, including one from North Carolina senator Thom Tillis who warned his party about the impacts of their plans to overhaul Medicaid. Tillis’ “no” vote drew the ire of President Trump and then the senator announced he would not seek reelection, opening up a competitive seat ahead of the midterms.
