Drunk Woman Destroys Road Signs Before OWI Arrest in Kenosha, Wisconsin

Around 12:20 AM on April 13, 2024, Deputy Liam Matthies with the Kenosha County Sheriff’s Department was dispatched to the 700 block of County Highway Y for a single vehicle crash. He arrived on scene and noticed that there were damaged road signs inside the traffic circle. He exited his vehicle and placed the signs in a safe place away from the road. He then drove over a short distance and made contact with the driver of the 2024 Honda Civic that had struck those signs, and she was identified as Jessica. Deputy Matthies noticed that the Honda had sustained severe front-end damages. Jessica told the deputy that she had left her sister’s house and admitted to consuming alcohol before operating a motor vehicle.

Based on his suspicion of impairment, he asked Jessica to perform field sobriety exercises. The first field sobriety exercise involved the Horizontal Gaze Nystagmus (HGN) test. During the HGN test, Deputy Matthies observed a lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and the onset of nystagmus prior to 45 degrees. He did not observe vertical gaze nystagmus. The second exercise was the Walk and Turn test, and Jessica failed to touch heel-to-toe on each step and took an incorrect number of steps. The final field sobriety exercise was the One Leg Stand test. During the One Leg Stand test, Jessica failed to raise her foot in the proper fashion while displaying a lack of balance.

After the field sobriety exercises were completed, Jessica was offered an opportunity to blow into a preliminary breath test (PBT), but she declined to do so. Based on her the car accident, her indicators of impairment, her admission to consuming alcohol, and her inability to perform the field sobriety tests adequately, Jessica was placed under arrest for operating while intoxicated (OWI). Deputy Matthies read her the Informing the Accused form, and she refused to agree to submit breath samples for testing. Since she refused to submit breath samples, a Notice of Intent to Revoke Operating Privileges form was given to her.

Jessica was subsequently transported to the Kenosha County Jail for further processing. She was issued the following citations: Operating while intoxicated (1st), Unreasonable and Imprudent Speed, Driving too Fast for Conditions, and Inattentive Driving
