Disturbance in Roselle Park

Around 3:15 AM on January 31, 2025, Officers Anish Bhisey and David Chicara with the Hoboken Police Department were dispatched to 14th Street and Willow Avenue on a report of a woman who was screaming, running in the street, and jumping on cars. They arrived on scene and made contact with a woman who was later identified as Lauren Mullins. Lauren has multiple prior arrests for disorderly conduct caused by intoxication.

Lauren was initially told that she was being detained for her safety. They asked her why she was in Hoboken or whether anyone sober could take responsibility for her. When she continued to be combative towards the officers, Lauren was placed under arrest. She kicked the officers as they attempted to place her inside the patrol car.

The officers transported Lauren to Hoboken University Medical Center (HUMC) for further evaluation. Lauren was charged with 2 counts of aggravated assault on a law enforcement officer (2C:12-1B(5)(A)) and 1 count of disorderly conduct (2C:33-2A(1)). She was eventually released pending her court appearance.

Lauren’s prior arrests include the following instances:

-Aggravated assault on a law enforcement officer in Roselle Park, NJ on January 19, 2025

-Aggravated assault on a law enforcement officer in Roselle Park, NJ on December 15, 2024

-Disorderly Conduct in Garwood, New Jersey on October 24, 2024

-Disorderly Conduct in Westfield, New Jersey on June 30, 2024

All videos and case documents were obtained pursuant to the New Jersey Open Public Records Act, N.J.S.A. 47:1A-1 et seq. (P.L. 2001, c. 404). Defendants are considered innocent until proven guilty.

The New Jersey Supreme Court has previously affirmed in Salzano v. North Jersey Media Group, 993 A.2d 778 (2010) that “The fair-report privilege reflects the judgment that the need, in a self-governing society, for free-flowing information about matters of public interest outweighs concerns over the uncompensated injury to a person's reputation.” This video advances a compelling public interest. The summary of events was based on records that are “open to public view through open access to public records” as defined in the Salzano case. In Ramos v. Flowers, 429 N.J. Super. 13, the Appellate Division of the Superior Court has also affirmed the right to film law enforcement interactions.
