Drunk Girl Races at OVER 100 MPH Before DUI Arrest

Around 1:00 AM on November 13, 2023, an officer with the Tampa Police Department observed a grey 2016 Audi being driven at about 120 MPH on Interstate 4. The Audi appeared to be racing with a Mustang, but he observed the Audi going at a faster speed. He activated his lights to initiate a traffic stop, and the driver pulled over on the shoulder. The officer made contact with the driver, who was identified as 23-year-old Lillian Ochoa.

As he was speaking with her, he observed indicators of impairment and detected the odor of alcohol. Lillian denied consuming alcohol, but Officer Sheldon Snaggs was called to the scene to administer field sobriety exercises. Officer Snaggs arrived on scene around 1:09 AM and heard from the officer that Lillian was driving at an excessive rate of speed.

Lillian was asked to exit the vehicle and speak with Officer Snaggs. Lillian told Officer Snaggs that she had been at SoHo Saloon and MacDinton’s Irish Pub earlier that evening. She admitted to consuming alcohol before operating a motor vehicle. Officer Snaggs asked her to perform field sobriety exercises.

Officer Snaggs started with the Horizontal Gaze Nystagmus (HGN) test. The second exercise was the Walk and Turn test. During the Walk and Turn test, Lillian did not touch heel-to-toe on each step, failed to keep her arms at her sides, took an incorrect number of steps. The third exercise was the One Leg Stand test, and Lillian failed to raise her foot in the proper fashion and put her foot down before the test was complete.

Based on her excessive speeding, her indicators of impairment, her admission to consuming alcohol, and her inability to adequately perform the field sobriety exercises, Lillian was placed under arrest for driving under the influence. A search of her vehicle incident to arrest yielded an open bottle of Chardonnay wine. Lillian was transported by Officer Snaggs to the Hillsborough County Sheriff’s Office for further processing. She was charged with a DUI (316.193(4)) and possession of an open container (316.1936(2)(a)) and released pending her court appearance after posting bond.
