On January 25, 2025 at approximately 2:08 AM, Sergeant Michael Jordan with the Whitman County Sheriff’s Office observed a 2004 Toyota Camry make an improper turn as it exited the Taco Bell parking lot at 425 NE Stadium Way. He initiated a traffic stop and made contact with the driver, who was identified as Amanda Davis. As he was speaking with Amanda, he detected the odor of alcohol and noticed that her speech was slurred. He asked Amanda how much she had to drink, and she admitted to consuming 2 drinks earlier that evening.

Sergeant Jordan returned to his patrol car with Amanda’s documents and called for Deputy Alex Peterson to come on scene and take over the DUI investigation. Deputy Peterson arrived on scene a few minutes later and asked Amanda to exit her vehicle. After some hesitation, Amanda exited her vehicle. Based on his suspicion of impairment, Amanda was asked to perform field sobriety exercises. Amanda told Deputy Peterson that she worked as a bartender at The Coug, and insisted that she was good to drive.

The first field sobriety exercise was the Horizontal Gaze Nystagmus (HGN) test. During the HGN test, Deputy Petersen observed 6/6 clues of impairment. The second exercise was the Walk and Turn test. During the Walk and Turn test, Amanda did not touch heel-to-toe on each step, turned improperly, and took an incorrect number of steps. The final exercise was the One Leg Stand test. During the One Leg Stand test, Amanda failed to raise her foot in the proper fashion and did not count by one-thousands as instructed.

Following the field sobriety exercises, Amanda was offered the opportunity to submit to a PBT. The results of the PBT indicated a BAC level of 0.169%, which was more than double the legal limit of 0.08%. Based on her traffic infraction, the odor of alcohol, her inability to adequately complete the field sobriety exercises, and the results of the PBT, Amanda was placed under arrest for driving under the influence.

Sergeant Jordan parked Amanda’s car in a nearby parking lot while Deputy Petersen transported her to the Pullman Police Department for further processing. At the Pullman Police Department, Amanda asked to speak with an attorney. After speaking with the attorney, Deputy Petersen read her the implied consent warning and she agreed to submit breath samples. When he attempted to ask her a few questions, she gave him the silent treatment.

Her first breath test results indicated a BAC level of IR 0.165 and EC 0.163, while her second breath test results indicated a BAC level of IR 0.149 and EC 0.147. After the Alcotest was administered, Deputy Peterson transported Amanda to the Whitman County Jail where she was turned over to a Corrections Officer. Amanda was booked into the jail, cited for DUI (RCW 46.61.502), and eventually released pending her court appearance.
