Future Arrest

On September 13, 2024 at approximately 2:03 AM, Officer Thomas Krueger with the Geneva Police Department was called to the scene of a motor vehicle crash involving a damaged pedestrian sign at the intersection of East State Street and East Side Drive. He arrived on scene and noticed that a silver 2007 Ford F-150 had sustained severe front-end damages consistent with striking the sign. The vehicle was also unoccupied, indicating that the driver had fled the scene of the crash.

Based on witness accounts, the driver was later observed walking on the sidewalk. Another officer made contact with her, and Officer Krueger walked over. The woman was later identified as 23-year-old Julianna Sakar. Julianna initially lied to the officers by claiming the vehicle was not her car, but she later admitted that she was behind the wheel of the Ford F-150. She told the officers that she had consumed alcohol earlier that evening at a bar where she also happened to work. Based on the officers’ suspicion of impairment, Julianna was asked to perform field sobriety exercises.

The first field sobriety exercise was the Horizontal Gaze Nystagmus (HGN) test. The second exercise was the Walk and Turn test. During the Walk and Turn test, Julianna did not touch heel-to-toe on each step, turned improperly, and took an incorrect number of steps. The final exercise was the One Leg Stand test, and Julianna did not raise her foot in the proper fashion and put her foot down before the test was complete.

Based on the motor vehicle crash, her admission to consuming alcohol, and her inability to adequately perform the field sobriety exercises, Officer Phillips placed Julianna under arrest for driving under the influence. After she was handcuffed, she offered to submit to a PBT, and the results indicated a BAC level of 0.159%. Julianna was then placed in the patrol car and transported by Officer Krueger to the Geneva Police Department for further processing. Another officer stayed behind until the vehicle could be towed.

At the Geneva Police Department, Julianna refused to submit breath samples. After they finished processing Julianna, she was later released pending her court appearance.

Julianna was charged with the following:

-Driving under the influence - alcohol (625 ILCS 5/11-501(a)(2))

-Improper lane usage (625 ILCS 5/11-709(a)

-Failure to reduce speed to avoid an accident (625 ILCS 5/11-601(a))

Julianna was later arrested again in St. Charles, Illinois on February 23, 2025.
