Extremely Intoxicated Woman Drinks 6 Glasses of Wine Before DUI Arrest

On September 7, 2025 at approximately 6:07 PM, Officers Wessendorf and Thorpe with the St. Charles Police Department responded to a call of a possibly intoxicated person at Cooper’s Hawk (3710 E Main Street). The manager of the restaurant told the officers that a visibly intoxicated woman had left the restaurant in a gray GMC Sierra and that she was headed westbound on E Main Street. Officer Wessendorf located a GMC Sierra matching the caller’s description on E Main Street near Cedar Avenue, so he made a U-turn and got closer to the vehicle near the Main Street Bridge.

As the GMC Sierra turned northbound onto N 2nd Street, the driver turned directly into the center lane. He observed the driver swerving, so he activated his emergency lights to initiate a traffic stop. The driver pulled over into the parking lot of Salerno’s at 320 N 2nd Street. He exited his patrol car and made contact with the driver, who was identified as Crystal Marie Kjellsvik. Crystal initially told the officer that she had been in Geneva, before telling the officer that she was a Cooper’s Hawk in St. Charles.

As he was speaking with Crystal, Officer Wessendorf detected the odor of alcohol and noticed that her speech was slurred. Crystal admitted to consuming 3 glasses of wine, although a subsequent review of her check at the restaurant indicated that she had purchased 6 glasses of wine. In order to assess wehther or not she was impaired, Officer Wessdendorf first asked Crystal to recite the alphabet from “D” to “W,” but she did not follow the officer’s instructions correctly. She was subsequently unable to count backwards from “68” to “53” as well and continued counting past “53.” Crystal was then asked to exit the vehicle and perform field sobriety exercises.

The first field sobriety exercise was the Horizontal Gaze Nystagmus (HGN) test. During the HGN test, Officer Wessendorf observed the lack of smooth pursuit and distinct, sustained nystagmus at maximum deviation, and the onset of nystagmus prior to 45 degrees. The second exercise was the Walk and Turn test. During the Walk and Turn test, Crystal did not touch heel-to-toe on each step, turned improperly, and took an incorrect number of steps. The final exercise was the One Leg Stand test, and Crystal did not raise her foot in the proper fashion and put her foot down before the test was complete.

Based on the report of an intoxicated person made by the manager at the restaurant, her erratic driving, the odor of alcohol, her admission to consuming alcohol, and her inability to adequately perform the field sobriety exercises, Officer Wessendorf placed Crystal under arrest for driving under the influence. After she was handcuffed, Crystal was placed in the patrol car and transported the St. Charles Police Department for further processing.

At the St. Charles Police Department, Crystal refused to provide breath samples. After they finished processing Crystal, she was later released to her friend pending her court appearance.

-Driving under the influence - alcohol (625 ILCS 5/11-501(a)(2))

-Improper signal (625 ILCS 5/11-804)

-Improper lane usage (625 ILCS 5/11-709(a))

-Improper turn (625 ILCS 5/11-801)
