Woman Arrested for SECOND DWI After Field Sobriety Test Inside Courtroom

On February 24, 2024 around 2:03 AM, Patrolmen Robert Then with the Palisades Park Police Department observed a white 2021 Honda make an extremely wide turn onto Broad Avenue northbound from East Central Boulevard. He observed the driver stop at a liquor store before he initiated a traffic stop at Broad Avenue and East Palisades Boulevard. He exited his patrol car and made contact with the driver, who was identified as Windi.

As he was speaking with Windi, he detected the odor of alcohol. Windi was also having trouble locating her documents, and it would later be determined that her license was currently suspended due to a prior DWI arrest. Windi initially denied consuming any alcohol, but she later admitted to consuming some alcohol. Based on the officers’ suspicion of impairment, Windi was asked to perform field sobriety exercises after Patrolman Park arrived on scene.

The field sobriety exercises were initially attempted outdoors, but she was later transported to the Palisades Park municipal building after she claimed that she was cold. Once they were in the municipal building, the officers escorted Windi to the courtroom to administer the field sobriety exercises. Patrolman Park was only able to complete the Horizontal Gaze Nystagmus (HGN) test, and Windi refused any subsequent field sobriety tests.

Based on her erratic driving, her indicators of impairment, the odor of alcohol, and her admission to consuming some alcohol, Windi was then placed under arrest for operating under the influence. Her vehicle was impounded by for a mandatory 12-hour hold under John’s Law.

Patrolman Then escorted her over from the courtroom to the Palisades Park Police Department for further processing. The Standard Statement for Motor Vehicle Operators was read to her in Spanish and she eventually agreed to submit breath samples. Her Alcotest results indicated a BAC level of 0.00%. A DRE evaluation was not performed.

Once they finished processing her and issued her tickets, Windi was eventually released to a sober adult pending her court appearance after he signed the Potential Liability Warning on Windi’s behalf.

Patrolman Then issued Windi the following citations:

-Operating under the influence (39:4-50)

-Careless driving (39:4-97)

-Driving with a suspended license (39:3-40(F)(2))

Windi has previously been arrested for DWI in Leonia, NJ on January 10, 2022. Following this DWI arrest in Palisades Park, Windi was later arrested for her third DWI in Palisades Park on July 4, 2025. This was followed by her fourth DWI in Fairview on August 27, 2025. Windi also has numerous other traffic citations on her record.
