Bartender Arrested AGAIN for THIRD DWI on Independence Day

On July 4, 2025 around 2:49 AM, Patrolmen Robert Loewrigkeit with the Palisades Park Police Department observed a white 2021 Honda that was stopped at a traffic light at the intersection of Broad Avenue and W Columbia Avenue. Even after the light turned green, the driver did not proceed through the intersection. After the light turned green once again, the vehicle still did not move and the rear brake lights were illuminated. At this time, he activated his emergency lights and initiated a traffic stop. When he made contact with the driver, later identified as Windi Achegiron, he noticed that she was asleep at the wheel. He awakened the driver and instructed her to put the vehicle in park.

As he was speaking with Windi, he detected the odor of hand sanitizer. Windi offered conflicting accounts as to where she had been before later claiming that she worked at Sauza Bar and Restaurant in West New York, New Jersey. Windi initially denied consuming any alcohol, but she later admitted to consuming 2 Coronas and 1 whiskey. Patrolmen Saint-Hilaire and Sisco arrived on scene shortly afterwards. Based on their suspicion of impairment, Windi was asked to exit the vehicle and perform field sobriety exercises after Patrolman Longo with the neighboring Leonia Police Department arrived on scene.

Patrolman Long started with the Horizontal Gaze Nystagmus (HGN) test, and he observed indicators of impairment. The second exercise was the Walk and Turn test, and it was administered by Patrolman Sisco. During the Walk and Turn test, Windi failed to touch heel-to-toe on each step, turned improperly, and took an incorrect number of steps. The final exercise was the One Leg Stand test. During the One Leg Stand test, Windi failed to raise her foot in the proper fashion.

Based on her obstructing traffic at the intersection, her indicators of impairment, the odor of alcohol, and her inability to adequately perform the field sobriety exercises, Windi was then placed under arrest for operating under the influence. Her vehicle was impounded by for a mandatory 12-hour hold under John’s Law.

Patrolman Loewrigkeit transported Windi to the Palisades Park Police Department for further processing. The Standard Statement for Motor Vehicle Operators was read to her and she eventually agreed to submit breath samples. Her Alcotest results indicated a BAC level of 0.11%, which was above the legal limit of 0.08%.

Once they finished processing her and issued her tickets, Windi was eventually released to a sober adult pending her court appearance after she signed the Potential Liability Warning on Windi’s behalf.

Patrolman Loewrigkeit issued Windi the following citations:

-Operating under the influence (39:4-50)

-Careless driving (39:4-97)

-Delaying traffic (39:4-56)

-Failure to provide proof of insurance (39:5H-10H)

-Reciprocal driver license required (39:3-17)

Windi has previously been arrested for DWI in Leonia, NJ on January 10, 2022. This was followed by her second DWI arrest in Palisades Park on February 24, 2024. After her third DWI on this particular occasion, Windi was arrested yet again for her fourth DWI in Fairview on August 27, 2025. Windi also has numerous other traffic citations on her record.

As of February 14, 2025, this particular DWI from July 4, 2025 is still pending in the Palisades Park Municipal Court.
