Around 1:07 PM on February 17, 2026, Officer Russell Haywood with the St. Charles Police Department was dispatched to Target at 3885 E Main Street on a report of a shoplifter who was being detained. He arrived on scene and made contact with Jill Nicole Fromm. The store alleged that she had stolen health and beauty products with a total value of $25.29.

Surveillance footage showed that Jill was allegedly skip scanning items in the self-checkout lanes. She told Officer Haywood that she intended to pay for the items, but her story did not seem credible. She also told them that she had previously been arrested for shoplifting at Target in Bloomingdale in December of 2025, but it was later determined that she had been arrested in Glendale Heights.

Based on this incident and her prior arrest, Jill was placed under arrest for retail theft. She was transported to the St. Charles Police Department for further processing. Jill was charged with Retail Theft (720 ILCS 5/16-25(a)(4)). She was photographed, fingerprinted, and eventually released with a summons pending her court appearance on April 9, 2026.

Officer Haywood later contacted the Asset Protection employee to seek further clarification as to what alerted him to observed Jill in the store. He was alerted due to an inter-store alert given her prior shoplifting arrest in Glendale Heights. It was then determined that on another occasion, Jill had stolen about $10 worth of items at the St. Charles Target on February 9, 2026. However, that had not been reported to the St. Charles Police Department due to the low dollar amount.

Her criminal history indicated 4 prior arrests and 1 previous conviction for larceny.
