So argues gerrymandering expert David Daley, who outlines in his book, "Ratfucked" how Republican strategists used sophisticated map-making software to cram non-white voters into as few districts as possible, so that white voters would be decisive in the overwhelming majority of legislative seats.
On Oct. 3, 2017, the Supreme Court hears a case that could make partisan (or racebased) gerrymandering unconstitutional.
