Our frame-by-frame comparison with C-SPAN's video was done by [please identify yourself by Eric Byler, a filmmaker who downloaded C-SPAN's original video via 4K Video Downloader, and obtained the altered video via Twitter Video Downloader.
Our analysis identifies repeat frames and blended frames in the altered video. It's not possible from the differences alone to tell whether they were caused by technical glitch, human error, or intentional edit.
Repeat frames can occur when a video is recorded via screen capture. Blended frames pull from 2 actually recorded frames to create a new, computer-generated frame. They can occur when a visual effect is applied to a video clip, for instance, changing its speed of motion, or its frame rate.
The original video is 30 frames per second. The altered video is 29.97 frames per second. Both are accepted standards. TYT's frame-by-frame comparison video is 29.97 frames per second.
