While emissions for the 41 Parties that have greenhouse gas reporting obligations under the Convention had fallen by 5% in the period 1990 to 2006, they had been clearly on the rise since the year 2000, he said. Emissions for countries which have ratified the Kyoto Protocol had fallen by 17% in the period 1990 to 2006, but had also been growing since the year 2000.
Looking ahead to Poznań, Mr. de Boer said it was the important halfway mark in the two-year process leading up to Copenhagen in 2009, which he described as "one of the most complicated negotiating processes the international community has ever seen.
Ministers in Poznań would discuss their vision of long-term cooperation to address climate change, and a draft negotiating text would be on the table for the first time, he said. He also expressed the hope that the Adaptation Fund would become fully operational at Poznań.
