He's only half joking. The RICO statute is a powerful, but often misused too, even by attorney's who, to borrow Ken White's phrasing, seem to using it as the equivalent of an angry emoji, to show that this case is REALLY serious .... lord have mercy.
It's so bad, that most judges have special rules for RICO, to require an attorney arguing it to show a much more thorough basis for the allegation then might otherwise be required.
So "RICO" is not a magic word. And it is misused. But, what is RICO? And how would you use it legitimately? Does RICO apply to Antifa?
