This is the announcement of the decision from the court (7-2), holding no liability for the decision by the police not to enforce a restraining order against a father who abducted his three children from the custody of the mother.
Chief Justice Rehnquist (who speaks briefly at the beginning) would die a few months later of thyroid cancer, so that is why he sounds as bad as he does.
Just the announcement of the opinion today. No commentary from me.
The police have no duty to protect you.
