Thia one is nice and spicy! Jorge Baez-Sanchez is an illegal immigrant and a citizen of Mexico. As such, he was subject to deportation proceedings. His case was heard first by an immigration judge, then the board of immigration appeals, and next by a US court of appeals.
What happened next was ... different. The board of appeals decided, nah, you know what, that court of appeals is just plain wrong. So, we aren't going to do what you said, but we are just going to do our own thing over here ...
