The bill is being introduced exactly eight years after then-Rep. Giffords was shot at a community event with constituents in an Arizona supermarket parking lot. Six people were killed and twelve others were hurt in the shooting.
Giffords has since become an outspoken advocate for gun reform. Writing in USA TODAY last year, she said the "tragedy has given me agency, courage and historic purpose in the movement to save lives from gun violence."
