The House impeachment inquiry opens a new phase Wednesday as the Judiciary Committee holds a hearing aimed at deciding whether to recommend articles of impeachment against President Donald Trump. The hearing will focus on the constitutional grounds for impeachment, including the meaning of "high crimes and misdemeanors" for which a president could potentially be removed. The House Intelligence Committee has been examining claims that Trump tried to extract political favors from Ukraine in exchange for foreign aid. On Tuesday, the Intelligence committee adopted a report of its findings on a party-line vote of 13 to 9, compiled after weeks of open hearings and closed-door testimony.
