The goldfish in Beaver Lake are dying, and the City can't seem to figure out why. Seems to me the answer is simple enough for a child to understand... This is a video illustrating the problem. Important note is that the City does not stock the lake with goldfish - these are (fro what I have read) exclusively the result of people dumping their goldfish in the lake. Too many goldfish, not enough circulation. This is the consequence.
