Thus, Conflict Armament Research researchers examined the wreckage of the Hwasong-11 (KN-23) missile that the Russians used to hit Kyiv on August 18 and concluded that ‘there is a very short time between its production, transfer and use’. According to CAR's head Damien Splitters, this is at least the second delivery. ‘North Korea continues to produce these missiles, transfer them, and then these missiles are used in Ukraine. Meanwhile, the British Foreign Office has summoned Iran's Charge d'Affaires because of Tehran's transfer of ballistic missiles to Russia.
