At the BRICS summit, Russian President Vladimir Putin said that the Turkish representative at the September session of the UN General Assembly in New York had received a proposal for Russia from Ukraine. He passed this information on to the Kremlin. Putin, he said, agreed to the proposal, but then Ukrainian President Volodymyr Zelenskyy unveiled the Victory Plan. This, according to the Kremlin head, has negated the possibility of negotiations. Also, self-proclaimed President of Belarus Alexander Lukashenko believes that Crimea does not legally belong to Russia. His words: ‘Crimea is de facto Russian, but de jure it is not. Because legally, these issues are unilaterally settled’. He also threatens war if Russia attempts to ‘annex’ Belarus. According to Lukashenko, although Russia may ‘bend’ him, he believes that the head of the Kremlin regime, Vladimir Putin, will not do so.
