That idea was rejected at the time out of fear that NATO aircraft and personnel could come into direct conflict with Russian forces. Well, that day has now arrived—not because of NATO’s actions, but because of what Russia has done. Over the past three and a half years, almost four, Moscow has shown it is fully prepared to strike civilian targets. A no-fly zone is therefore one possible response. Looking beyond the skies, let’s recall the discussions around maritime security in the Black Sea—where it was once argued that the Russian Black Sea Fleet should be treated as untouchable. I believe that assumption needs to be revisited as well.”
