Ukrainian defense operations have successfully targeted more than ten of Russia’s oil refineries, facilities that together represent nearly half of Russia’s total refining capacity. These precision strikes have eliminated approximately 300,000 barrels per day of Russia’s refining output in recent weeks. This development has significant implications for the Kremlin’s war machine. Refineries are critical for converting crude oil into refined products such as diesel, jet fuel, and gasoline—fuels essential for sustaining Russia’s military operations. By degrading refining capacity, Ukraine has directly undermined Russia’s ability to supply its armed forces, while also straining the logistics needed to transport fuel across greater distances. The economic consequences are equally severe. Reduced refining output lowers Russia’s export revenues from refined products and forces the regime to grapple with domestic shortages. As winter approaches, the risk of fuel scarcity within Russia may further increase public discontent. While these strikes will not bring an immediate collapse of Moscow’s military capability, they represent a powerful medium- to long-term tool of pressure. By combining targeted military action with existing international sanctions, Ukraine is steadily eroding the Kremlin’s ability to sustain its aggression.
