On this episode of What's Going on With Shipping, host Sal Mercogliano - Chair of the Department of History, Criminal Justice, and Political Science, former merchant mariner, and instructor of Maritime History, Security and Industry Policy - discusses the July 2015 Federal Maritime Commission report U.S. Container Port Congestion & Related International Supply Chain Issues: Causes, Consequences & Challenges. This report identified six major themes:
1. Investment and Planning
2. Chassis Availability
3. Vessel and Terminal Operations
4. Port Dryage and Truck Turn-Time
5. Extended Gate Hours, PierPASS, and Congestion Pricing
6. Collaboration and Communications
The FMC held four forums in major ports - San Pedro, Baltimore, Charleston and New Orleans - with commissioners, port authorities, ship operators, with trucking, cargo and terminal representatives. Each section framed the issue, summarized the stakeholders viewpoints, and included suggestions and proposed fixes. Unfortunately, while is appears the report prophesied the issues, little was done to enact changes due to the nature of the Federal Maritime Commission and Maritime Administration.
