President Obama promised to close the Guantanamo prison as he ran for the presidency for the first time, but upon taking office, he found that this was not nearly as easy as he thought it would be. He came up against a feature of American constitutionalism: inefficient government. The American government was designed to be inefficient in order to make it exceedingly difficult for any one branch of government to get all that much done in its own name. Why? To limit the possibility of tyranny.
