Such taxes would give the government unprecedented ability to force asset owners--stocks, real estate, farm land, gold, etc.--to make cash payments to the government based on theoretical appreciation in their investments.
The Harris-Walz campaign draws a flawed analogy to property taxes, as Trish and Rob explain, while the unintended consequences of such a tax policy are potentially severe. There are also many Constitutional questions raised by this idea, which has been likened to confiscation or theft of private property.
