Does Boris Johnson Understand His Own Policies Yet?

Instead of getting brexit done, Boris Johnson has now made sure that it won't be done for years to come - decades probably. So how is he doing on his second promise: to level up? Last week, the Prime Minister gave a speech to outline his levelling up strategy. However, it seemed to contain no detail at all about how this would be done. It was full of promises to reverse tory cuts from the past decade, but not get to where we were under the last Labour government. It also had no idea at all how he was going to re-distribute opportunity around the UK.
