However, it's not true in the sense that everyone is understanding it. He hasn't ruled out a coalition, and he hasn't ruled out an electoral pact. He has just ruled out a coalition on constitutional matters with a single party, the SNP. I imagine it also applies to the Conservatives as well, of course.
