If they find him guilty of lying about Downing Street lockdown parties, then they will reccommend a punishment. It will then be for MPs to vote for or against it. It is being argued that Johnson's supporters working to engineer his untimely return could make them more likely to support the punishment and stop him replacing Rishi Sunak.
