1:42Now PlayingFormer Housing and Urban Development Secretary Julián Castro said he would propose immigration reform within the first 100 days of his presidency if elected in 2020. The proposal would include a pathway to citizenship for immigrants without a criminal record. Castro also called for a “Marshall Plan” for Central American countries that are the countries of origin of many migrants now coming to the U.S.
