Rep. Elise Stefanik, R-N.Y., pointed out in a House Intelligence Committee impeachment hearing featuring that the Trump administration was conducting a review “to reestablish norms that guide the assistance as we provide aid overseas.” In response to Stefanik’s questions, David Hale, the undersecretary of state for political affairs, said he welcomed the review. Hale testified Nov. 20 as part of the impeachment inquiry into President Donald Trump. The probe seeks to determine, in part, whether Trump delayed U.S. aid as a way to get Ukraine to investigate his political rivals.
