In her opening statement, Laura Cooper, the deputy assistant secretary of defense for Russia, Ukraine and Eurasia, said Trump directed U.S. aid to Ukraine to be put on hold. “I heard that the President had directed the Office of Management and Budget to hold the funds because of his concerns about corruption in Ukraine,” Cooper said in a public hearing before the House Intelligence Committee on Nov. 20. Cooper added that she did not discuss “this or any other matter” with Trump. Cooper testified as part of the impeachment inquiry that is seeking answers on whether Trump used U.S. aid as a bargaining chip to get Ukraine to investigate his political rivals.
