During the six hours of debate ahead of the House impeachment vote, Rep. Steny Hoyer, D-Md., emphasized the Democrats' message that no one is above the law and criticized President Donald Trump's actions with Ukraine. "Never in all my years of serving ... did I ever expect to encounter such an obvious wrongdoing by the president of the United States," he said. "Nor did I expect to witness such a craven rationalization of presidential actions." Hoyer said Democrats, for a time, resisted pursuing impeachment against Trump "even as we watched with dismay and disgust at a pattern of wrongdoing." Trump has been charged with two articles of impeachment--abuse of power and obstruction of Congress. If passed, the process will then head for a trial in the Senate, where Republicans have a majority. Earlier in the day, the House voted to approve rules for the vote.
