U.S. domestic food aid programs such as SNAP should reach the people who need them, but the money spent should also be done so "in the best and most effective way," Brooke Rollins said during her confirmation hearing on Thursday.

Rollins, President Donald Trump’s nominee for secretary of agriculture, said that it's "imperative to us that every taxpayer dollar that is spent in support of these programs ... is reaching its intended recipient, that that recipient is able to use it effectively and efficiently for true nutrition reasons.”

Rollins added that food aid should also have a role in confronting obesity, diabetes and other chronic illnesses connected to nutrition in the United States.

Rollins, who appeared before the Senate Committee on Agriculture, Nutrition and Forestry, was responding to a question from the chairman, Sen. John Boozman, R-Ark., who asked her to commit to reviewing the programs to make sure that families who receive the support were also incentivizing "Americans to secure steady employment." Rollins indicated later in the hearing that she she believes in work requirements for safety net benefits like SNAP, previously known as food stamps.

A former White House aide, Rollins served as Trump’s domestic policy chief during his first administration as well as general deputy counsel and policy advisor for former Texas Gov. Rick Perry. Missing ethics materials and financial disclosures delayed Rollins’ confirmation hearing.
