Speaking to reporters on Tuesday, Germany's foreign minister called Russia's behavior dangerous and announced a series of countermeasures, including the closure of a Russian consulate and tougher entry controls for Russian nationals.
Western governments have accused Russia of carrying out a campaign of sabotage across Europe.
In a statement, Russia's embassy in Germany called Berlin's claims about the Leipzig attack absurd and unsubstantiated.
