He was booked into Hay County Jail on a charge of arson causing serious bodily injury or death, a first degree-felony for which he faces life in prison.
A popular residence for Texas State University students, the 2018 apartment fire killed five people, including Haley Michele Frizzell, 19, David Ortiz, 21, Dru Estes, 20, James Miranda, 23, and Belinda Moats, 21. Multiple others were injured.
