That's the question countless departments around the US are facing as pressure to hire more minority officers mounts - particularly after last year's events in Ferguson, Missouri. One of those departments is in Norfolk, Virginia, where 16% of officers are black in a city that is 43% black. Chief Michael Goldsmith says his department has redoubled its efforts to diversify, including trying out new tactics and boosting funding. But some in Norfolk's African American community say relations with the police department are too tense for a dialogue about recruitment.
