Associated Press journalists saw dozens of men, who said they were off-duty officers, march with hundreds of supporters towards the palace in Port-au-Prince, in the latest in days of demonstrations demanding better pay for Haitian law enforcement officers.
The protest stopped outside a military outpost facing the palace.
Associated Press journalists saw several soldiers at the outpost fire into the air. Shortly afterwards, an exchange of fire erupted between the soldiers and police. It wasn't clear which side began firing first.
Protests began on Wednesday, after five police officers were fired when they tried to unionize - a proposal that Haitian President Jovenel Moise spoke against.
Moise said he was aware of conditions at the police headquarters.
"I do think I can say that today I've inspected the conditions in which the police officers are living. The images can tell me. An image is worth a thousand words," said Moise.
Haiti's police force has received extensive training and support from the United Nations, but officers complain that a months-long stand-off between Moise and his opposition has strained resources to make already poor working conditions unbearable.
Moise reformed the Haitian army in 2017, promising that the military would patrol Haiti's borders, assist in natural disasters and avoid domestic affairs.
