U.S. states on both coasts formed alliances on Monday to devise regional reopenings of their economies, even as President Trump said the authority was his alone. Governors from New York, New Jersey, Connecticut, Delaware, Massachusetts, Pennsylvania, and Rhode Island announced a Northeast coalition, while California, Oregon and Washington organized a West Coast one. The pacts represent about a third of the country.
Still, Trump asserted at Monday's White House coronavirus briefing that “when somebody is president of the United States, the authority is total." Both Democratic and Republican governors quickly pushed back, noting they have the constitutional power to lift restrictions they put in place and decide when its safe to resume normal operations.
