Forecasters say an atmospheric river will arrive on Tuesday and there's concern about possible debris flows from burn scars in areas north and south of San Francisco Bay.
Heavy snow was also falling in northern Arizona, with rain further south in the Phoenix area.
Las Vegas was also expected to see rain and snow.
