Mayor Bill de Blasio said he asked the state "to give us the freedom to vaccinate." He said the state agreed to let the city make that decision.
The mayor also reiterated his plea to free up second-dose vaccinations and administer them "right now so we can reach more and more people, get them some protection."
The city had shut down vaccination sites on Tuesday after a major winter storm dumped more than foot of snow. He said a majority of those sites are open today but others won't open until tomorrow.
"The storm results passed," the mayor said. "But the problem comes right back to the same one we've been talking about for weeks and weeks. Supply, supply, supply."
