Rep. Joe Neguse, a Democrat from Colorado, said that if trials of former officials were not allowed, anyone could just resign to avoid conviction and that "would put wrongdoers in charge."
In making their arguments, the House managers relied heavily on conservative constitutional scholars and also appealed to the Senate not to give up their power to try officials who have been impeached.
Neguse gave a detailed account of the 1876 trial of secretary of war William Belknap, noting the Senate's "outrage" then at Belknap's argument that the trial was unconstitutional and even pointing to a spot where one of those senators sat.
"What you experienced that day, what we experienced that day, what our country experienced that day is the framers' worst nightmare come to life," he said.
"Presidents can't inflame insurrection in their final weeks and then walk away like nothing happened," he added, as he Senators to decline Trump's request to block hearing the case.
