He said the killings late Tuesday, which took place at a number of massage parlours, had no place in America.
Six of the victims were Asian Americans.
Antony Blinken made the remarks during a visit to South Korea.
Police arrested a white 21-year-old Georgia man who they say has taken responsibility for the shootings.
The suspect has reportedly denied any racial motive, though many of the victims were women of Asian descent.
Instead, according to police, he said he may have had a sexual addiction.
