Psaki told reporters "there is no question that some of the damaging rhetoric we saw during the prior administration," where Asians were blamed for the coronavirus pandemic has elevated threats of violence.
Psaki said Biden was concerned about the issue of violence against Asian Americans prior to the shooting and raised it in his first prime time address to the nation last week.
The FBI is assisting Atlanta and Cherokee County authorities in the investigation of a white gunman accused of killing eight people, most of them of Asian descent, at three Atlanta-area massage parlors.
The bloodshed immediately raised fears of another hate crime against Asian Americans.
But Robert Aaron Long, 21, told police the attack was not racially motivated, and police said it appeared it may not have been.
Six of the victims were identified as Asian and seven were women.
