1:34Now PlayingThe European Commission President said Thursday that EU leaders hadn't seen any signs of Russia pulling back troops, contrary to the Kremlin's claim that military units had retreated in the past few days.
Speaking in Brussels ahead of a meeting of EU leaders, Ursula von der Leyen restated the U.S. position that Russia had in fact increased its military presence near the Ukrainian border.
But she said she still had hope for a diplomatic solution.
"Diplomacy has not yet spoken its last word. That is good, and we have still hope that peace will prevail," von der Leyen said.
"We are ready. We hope for the best, but we are prepared for the worst," she concluded.
