0:27Now PlayingHong Kong Chief Executive Carrie Lam says she has not received any resignation notice that government officials must file to seek higher office. Her No. 2 official, John Lee, is preparing to run in the next election, local media report.
Lee, a former top police official and security minister, helped oversee the clampdown on the city’s opposition.
“It is a real concern that Hong Kong could become a police state,” said Alfred Wu, associate professor specializing in Hong Kong politics at the National University of Singapore’s Lee Kuan Yew School of Public Policy, saying that Lee would be the “ideal candidate” for that task. “Beijing wants Hong Kong to politically and structurally better align itself with the realities of how China operates: controlling its people through big data, and mass monitoring,” he added.
Lam said she wouldn’t seek a second term, ending a tumultuous tenure that saw China cement control over the once-freewheeling financial hub.
Lam announced her plans at a news briefing Monday, capping a five-year term that was defined by twin crackdowns on the democratic opposition and Covid-19. Beijing took unprecedented steps to intervene in the affairs of the former British colony during her time in office, imposing policies that raised questions about Hong Kong’s future as “Asia’s world city” and contributed to the largest population drop in at least six decades.
Would-be contenders for Lam’s job have two weeks to step forward to compete in the May 8 vote of some 1,500 mostly Beijing loyalists.
