That’s what the developers said in 2003 and in 2007 and in 2011, and what they’re still promising today. The plans for the complex, located in New Jersey’s Meadowlands, include an amusement park, skating rink, sky diving, an aquarium, and an observation wheel. The total estimated cost of completion is almost $4 billion and the scheduled opening has been pushed to fall 2018. Watch this video which explains the ups and downs of the Mall's construction.
